Development Overview

Guam, a current overseas territory of the U.S., was previously ruled by Spain and Japan. The current office holders, Governor Lourdes A. Leon Guerrero and Lieutenant Governor Joshua Tenorio, were inaugurated on January 7, 2019. The island enjoys good political stability. The main economic drivers are tourism and expenditures by the U.S. Navy and Air Force bases. Before the outbreak, 1,520,000+ tourists visited each year, mostly from South Korea, Japan, and Taiwan. The tourism sector was impacted by the COVID-19 pandemic and has yet to recover fully.
